Abstract

The concept of state capture belongs to the field of corruption studies and is broadly connected to various academic disciplines, including political science, public administration, economics, and law. The main rationale and practical value for introducing the concept and its analytical framework lie in the need to collect and apply knowledge that can prevent the process of state capture and support democracy. Although scholars have been studying state capture for nearly twenty-five years, the concept has not yet been thoroughly addressed in Estonia. The aim of this article is to provide an overview of the background and substance of the concept, as well as its links to corruption, lobbying, and coup d´état. The second part of the article presents a selection of international empirical studies that illustrate the applied value of the research field.

Keywords: state capture, corrupting, oligarchy, democratic backsliding
