As part of 2006 Water and Aquatic environment French Act, the single collective management organizations (OUGC) (of irrigation water) are in charge to define, for each watershed or elementary unit, a water quota distribution scheme to distribute a water amount available authorized, defined by public authority at this scale and rules to adapt this distribution in case of limitation or temporary suspension of water use. The CASDAR SIMULTEAU project (2015-2018) aimed at developing with the OUGC partners (Chambers of Agriculture) a software to support to design and assess: - Water quota distribution scheme to distribute a water amount available authorized. - Water collective management protocols during the irrigation period to reduce risks of failure of regulatory flow rate. This software makes it possible to compare several scenarios of distribution or management and assess their impacts on water resource and economic results of the farms of the territory. Adour river upstream and Tarn river downstream watersheds were the studied territories. The model is based on MAELIA (http://maelia-platform.inra.fr/), a generic multi-agent computer platform. It simulates interactions between agricultural activities, hydrology and water resources management at a fine spatial and temporal resolution assessing, at territory scale, environmental, economic and social impacts of water management norms, agricultural practices and global changes (climatic change, …).
