Abstract

In a recent essay in The New Republic, Kirk Cheyfitz laments the rise of the Self-Serve City in Detroit. Sparked by double-digit inflation and unemployment rates, Detroit Mayor Coleman Young in his annual budget message to the city council announced that: It may very well be that for the near future we will have to get used to doing for our city that we have come to expect our city to do for us.'
