A study has been performed before establishing a resource centre to help water managers in protecting water resources in agricultural landscape. Different surveys have been realized to define the demand of the water managers to support their activity on the field and let it more easy and efficient, and to define what this resource centre could be. This study has allowed us to better evaluate the current advancement of the action plans, the major needs of the water managers. Beyond the results of these surveys, this reflexive paper analyse lockers and levers to improve an efficient protection of the drinking water. It insists on the key role of the representatives who have to impulse action plan building and running, on the key role of the knowledge of the landscape as well its stakeholders, in a step by step process, the diagnostic of the efficiency of the action plan, which have all to be at the heart of the local action.
