Resolving the JWST "Impossible Early Galaxy" problem, this paper applies the Kinetic Ledger to show Time Dilation is the causal mechanism of cosmic structure. In the high-velocity early universe, extreme time dilation creates severe frequency gradients. This forces a mechanical "Slam-Lock," abruptly converting linear expansion into mature, spinning galaxies. This cosmic braking explains the Hubble Tension and proves a scale-invariant law: motion through a frequency gradient mandates rotation. The cosmos is not a uniform balloon, but a spinning, frequency-locked vortex.
