**The Scale-Invariant Ledger** applies Emmy Noether’s 1918 mathematical proofs to the Kinetic Ledger framework, demonstrating that the universe operates on simple, repeating mechanical laws. By treating Time as the readout of internal frequency, this paper proves that Gravity and Velocity are interchangeable kinetic loads that tax an atom's fixed energy budget. Scaling this Lagrangian audit from the atomic to the galactic level eliminates the need for Dark Matter. It reveals that galaxies stay together because they are mathematically synchronized, frequency-locked mechanical systems.
