This paper challenges mainstream physics by uniting gravity and electromagnetism under a single rule: Charge equals Mass. It argues that gravity is not the bending of spacetime, but the cumulative, magnetic flip-side of atomic electromagnetism. While atomic charges largely cancel out, their residual mass-attraction pools together to create the macroscopic pull we call gravity. Applying the Gravitoelectromagnetism (GEM) framework, the paper redefines "frame-dragging" as literal magnetic torque. This scaled-up moving-mass field fully explains galactic rotation, proving dark matter is obsolete.
