Abstract Holeta town is one of the administrative units located in Oromia Regional state, Oromia special administration zone surrounding Finfinne, more specifically, in Walmera woreda. In the town there were residential houses and related facilities problems, like tenure, standard, shortage, distribution, dalliance of construction and finance problems. To indicate the detail problems and to recommend the problems solution the study topic Residential housing problems and policy response: The case of Holeta town was selected .The study employed qualitative and quantitative approach, descriptive research design, use both Primary and secondary data sources, Probability sampling technique and non-probability sampling technique for selection of sample kebele and proportionating sample size. The primary data were collected through structured questionnaires, observation, interviews and focus group discussion. Secondary data were collected from published and unpublished documents. The collected data were analyzed through descriptive statistics (frequency, mean and percentages), and logistic regression. Living in informal tenure and without legal tenure documents, congested room, deteriorated and without basic facilities houses were made worst housing situations. Low implementation capacity and ethical problems, illegally buying and selling land by broker and individuals, unfair distribution, budget constraints, population increase, and violating town plan were the reason for mismatch of demand and supply. The variables age and income of HHs were highly, marriage, cost of rent, educational level, and family size were less associated and demand and preference were less important in accessing house ownership. The main aim of housing policy is to improve fairness of resource distribution, to supply standard and quality houses and to balance housing supply and demand in towns by making necessary arrangements to meet the target but the implementations strategy were not give satisfactory response. The town administration and government regularize the existing informal houses that are not contradicted with town plan for once, formulate clear and manageable residential standard, construct cost saving modern housing, increase input suppliers industry and purchasing capacity of people, avoid unwanted bureaucratic chain of command, broker, unfair distributors and town plan violators by improving the efficiency problem of officials and increasing the participation of people in housing policy implementations without limitations 1
