The article reports on an applied experience which emerges as a good practice in decision-making processes aimed to integrate different actions within a strategic horizons referred to a territorial dimension. The opportunity originates from the decision of the Government to develop, through the Commissioner’s nomination, a unitary and comprehensive infrastructural adjustment plan of the entire itinerary of the S.S. 4 Salaria between Roma and Ascoli Piceno. The Commissioner Plan plays a pivotal role in the impulse actions for the restart of the inner areas of the Central Apennines. The Commissioner, within his mandate, has decided to organise his action on two levels: a) a strategic dimension and b) an operational dimension with 54 infrastructure adjustment measures. A multidisciplinary study has been developed as a reference for the strategic dimension of the Plan. The purpose of the study was to provide a specialist contribution aimed at enhancing the landscape-environmental and historical-cultural values of the places. In the article, referred to the landscape and environmental study, the scientific horizon, the method, the field of investigation, the instruments and data, and the organisation are summarised. A conclusion of the status of implementation of the Plan and its further expected outcomes completes the case presentation
