pp. 50-65 Following the mexican revolution (1910-1917), a corporatist regime settled. Its main characteristics have been the preeminence of political power over all aspects of society and its corollary; corruption. In the eighties, the regime embraced neoliberalism and its management principles, which extended to the public universities. Besides having distorted the autonomy they have had, these institutions have perpetuated the detrimental practices of the old regime, such as the “spoils system”. Eventually, autoritarism and corruption have affected the formation of teams of academic staff as well as academic quality. But, instead of addressing those issues, the burocratic politicians –the true power in the public universities– develop strategies of legitimization that relegate quality to a secondary position. They have not yet implemented change as undertaken by the progressive government elected in 2018.
