Abstract

This article is based on a qualitative study that examines how Estonia’s internal security institutions have implemented lessons identified from the war in Ukraine. The findings indicate that the application of these lessons has so far been hindered by a range of structural, resource-based, and cultural constraints. Overcoming these challenges requires systematic and coordinated leadership, realistic training, open mechanisms for knowledge sharing, and conscious analysis of crisis experiences. Through such efforts, it becomes possible to move from isolated reactive measures towards a comprehensive and sustainable approach to national crisis preparedness.</i> <br><br> Keywords: internal security; organisational learning; war in Ukraine; crisis management
