After the ratification of the International Convention on the Rights of Persons with Disabilities and the Incheon Declaration and Framework for Action for the implementation of Sustainable Development Goal 4, Morocco, like many countries, has sought to transform schools into inclusive ones to guarantee the right to quality education for all. However, this endeavour faced multiple obstacles, perhaps the most important of which is the management of schools so that they can perform their role in including all learners as required by the National Program for Inclusive Education. In our research, we explored the voice of primary school principals and analyzed it to determine the obstacles that prevent the establishment of inclusive measures within schools. We highlighted objective and subjective obstacles that caused delays in the performance of school managers. We hope that the results of our research will contribute to the development of training principals of inclusive schools in Morocco.
