The article examines the essence of strategic planning in the investment and construction sector, analyzes key approaches (process, system, institutional) and methods of project management. The problems related to market instability, investment cycle risks and legislative restrictions are considered, as well as ways to solve them through the integration of innovative technologies (BIM) and the adaptation of strategies. Special attention is paid to optimizing resources, minimizing risks, and taking into account environmental and social factors in the context of economic transformation. The results demonstrate the potential of an integrated approach for the sustainable development of enterprises. Research prospects include the testing of techniques in a dynamic environment and the development of algorithms for the digitalization of construction processes.
