Questioning the Common Agricultural Policy's contribution to meeting climate and environmental challenges leads us to examine an often little-known dimension of this policy, namely the use of territorial approaches, one of the representative instruments of which is the European LEADER programme (LEADER'' derives from the French phrase "Liaison Entre Actions de Développement de l'Économie Rurale" which means, 'Links between activities for the development of rural economy).. In May 2023, a 2- hour workshop brought together around 15 people from a wide range of backgrounds to identify the obstacles and levers that LEADER can use to develop a region's agro-environnemental issues. From the dual perspective of a local development coordinator in the Cornouaille region and a researcher, the discussions highlighted three key facts: (1) despite the 6th generation of programming and a reiterated interest on the part of local players, LEADER remains under-funded (2) LEADER supports the creation and organisation of local multi-sector public and private groups, some of which aim to develop bio-resources (3) LEADER helps local players to take ownership of European procedures and contributes to the ability of project leaders to apply for other funding to support their agri-environmental initiatives. In the end, freeing LEADER from the CAP would provide it with greater clarity and a broader scope to form the foundation of a community policy for integrated rural development
