Non-profit sector organizations play a vital role in stimulating economic growth, strengthening social ties, and fostering leadership, civic engagement, and responsibility in various areas of society. These and other features of the non-profit sector are especially important for the sphere in which conditions for achieving a high quality of life are simultaneously created and the interests of numerous entities collide – the sphere of housing and communal services. One of the main goals of the transformation of housing and communal services in the Russian Federation is to develop self-organization of owners of premises in apartment buildings, to stimulate various forms of their participation in managing the maintenance and operation of common property, including through the activities of non-profit organizations representing their interests. Over the past few years, in the implementation of this strategic objective, such problems as insufficient awareness and preparedness of owners, low activity and initiative, imperfect legal regulation, etc. have emerged, which objectively hinders the development of management of the housing stock of apartment buildings by non-profit organizations – associations of owners. This article attempts to generalize the above-mentioned problems of the non-profit sector in housing and communal services, problems and trends in this area with the aim of developing recommendations aimed at solving them.
