Improving animal welfare has become a societal major expectation in many countries. This article presents the main levers - political orientations, market segmentation, reinforcement of regulations - and funding channels to improve animal welfare. It focuses on Germany, the second largest agricultural production country in the EU, and a pioneer of the subject. For ten years, political orientations to improve animal welfare have been combined in this country, with very ambitious objectives and considerable impact on investment needs and costs. Various ways of financing are explored: increasing consumer prices through market segmentation and consumer information, taxing animal products, and subsidizing investments. However, an insufficient funding policy and regulatory pressure have resulted in discouraging breeders who are abandoning production.
