The difficulties in effectively curbing down agricultural pollution of water resources are mainly due to their nonpoint nature, which complicates the implementation of theoretically-efficient policies. We examine the main issues of agricultural water pollution, in order to identify its leading characteristics that ultimately determine the potential efficiency and the acceptability of policy instruments considered. We discuss alternative regulation schemes which are more consistent with the observed heterogeneity in agricultural practices and their impact on water quality.
