Abstract

PETER BURNS is an assistant professor of political science at Trinity College in Hartford, Connecticut. He has just completed a book manuscript entitled Electoral Politics Is Not Enough: The Struggle of African Americans and Latinos for Full Representation in Urban Politics. JAMES G. GIMPEL is an associate professor of government at the University of Maryland in College Park. His most recent book is Separate Destinations: Migration, Immigration, and the Politics of Places.
