This scoping review aims to identify barriers, challenges, and facilitators faced by academic libraries in implementing open science initiatives. The open access movement emerged in the 1970s in response to the serials crisis, when rising subscription costs outpaced university library budgets. Key declarations in Budapest, Bethesda, and Berlin consolidated the idea of scientific knowledge as a public good, later reinforced by OECD and UNESCO frameworks promoting equity, inclusion, and sustainability. Universities, and particularly their libraries, have since positioned themselves as leaders in facilitating access, research data management, and open dissemination. Following JBI guidelines for scoping reviews, data will be extracted from international literature, categorized thematically (e.g., infrastructure, policies, training, incentives, citizen science), and synthesized narratively. The review will identify barriers and facilitators and provide strategic insights to support libraries and policymakers in advancing the implementation of open science.
