Among the many changes brought on by modern total war is the strong tendency toward polarization by three major forces in society. The military, of course, is mobilized to action. Adequately prepared or not, it is at the mercy of its voracious appetite for ordnance, recruits, and supplies as it moves to defend the nation. Industry, too, is galvanized in support of the war effort and finds itself consumed by the unknown needs of the future and such issues as the availability of raw materials and labor. Last, there are the scientists and engineers who must imagine the technical requirements of the war and design the systems to meet them, while keenly aware of similar strides being made by the technicians in the enemy camp. The three sectors are necessarily self-absorbed and interact only with difficulty. Successful collaboration among the military, industry, and engineering is capricious and depends on such factors as governmental leadership, bureaucratic efficiency, and the personalities of those involved.
