Interventions in the name of peace have changed considerably over time especially with the end of the bipolar rivalry, giving rise to new expectations around the ideal of collective security. The markedly humanitarian imperative in its genesis and its moral justifications, turn it into a tacit duty of intervention. Hence, as a result of the negative reactions caused by some particularly dramatic situations, measures have been taken in order to ensure that such situations do not stay beyond the reach of international action; Timor-Leste was an example of this. Only from the mid-1980s, after a long period of almost total neglect by the international community, Timor-Leste started slowly to be read as a serious problem without an easy solution. Given the enormous cost and difficulty that framed the logistical support to a military force at such a long distance, Portugal was present with an important effective in terms of its contribution to the military component of the peace mission.
