We report the observation of the flavor-changing neutral current decay B\ensuremath→K*\ensuremathℓ+\ensuremathℓ^\ensuremath- and an improved measurement of the decay B\ensuremath→K\ensuremathℓ+\ensuremathℓ^\ensuremath-, where \ensuremathℓ represents an electron or a muon, with a data sample of 140 fb^\ensuremath-1 accumulated at the \ensuremathΥ(4S) resonance with the Belle detector at KEKB. The results for the branching fractions are B(B\ensuremath→K*\ensuremathℓ+\ensuremathℓ^\ensuremath-)=(11.5_\ensuremath-2.4+2.6\ifmmode±\else\textpm\fi0.8\ifmmode±\else\textpm\fi0.2)\ifmmode×\else\texttimes\fi10^\ensuremath-7 and B(B\ensuremath→K\ensuremathℓ+\ensuremathℓ^\ensuremath-)=\phantom\rule0ex0ex(4.8_\ensuremath-0.9+1.0\ifmmode±\else\textpm\fi0.3\ifmmode±\else\textpm\fi0.1)\ifmmode×\else\texttimes\fi10^\ensuremath-7, where the first error is statistical, the second is systematic and the third is from model dependence.
