Total and differential cross sections for \ensuremathν_\ensuremathμe\ensuremath→\ensuremathν_\ensuremathμe and \ensuremathν_\ensuremathμe\ensuremath→\ensuremathν_\ensuremathμe are measured. Values for the model-independent neutral-current couplings of the electron are found to be gV=\ensuremath-0.107\ifmmode±\else\textpm\fi0.035(stat)\ifmmode±\else\textpm\fi0.028(syst) and gA=\ensuremath-0.514\ifmmode±\else\textpm\fi0.023(stat)\ifmmode±\else\textpm\fi0.028(syst). The electroweak mixing parameter sin2\ensuremathθW is determined to be 0.195\ifmmode±\else\textpm\fi0.018(stat)\ifmmode±\else\textpm\fi0.013(syst). Limits are set for the charge radius and magnetic moment of the neutrino as (〈r2〉)<0.24\ifmmode×\else\texttimes\fi10^\ensuremath-32 cm2 and f_\ensuremathμ<0.85\ifmmode×\else\texttimes\fi10^\ensuremath-9 Bohr magnetons, respectively.
