Corruption is a persistent and complex problem worldwide, made more difficult to address in contexts where it is systemic. This article explores a paradox surrounding the implementation of anti-corruption policies by examining, as a case study, the Corruption Risk Management (CRM) policy in Mexico. The research aims to understand why governments that are committed to combating corruption through internationally-endorsed anti-corruption policies often neglect to implement them fully. This research found that in environments with systemic corruption, anti-corruption policies can face specific obstacles that impede their effective implementation. The obstacles spanned three key dimensions: the policy context, the anti-corruption policy framework, and specific policies, such as the CRM Policy. The research contributes to the literature on the implementation of anti-corruption policies.
