This paper develops a conceptual framework for the South African Rural Development Index (SARDI), a composite measure designed to assess rural development outcomes and monitor policy progress across South Africa’s local municipalities. Drawing on rural development literature, South African policy priorities and international index methodologies, the study identifies context-appropriate dimensions and indicators that reflect demographic, economic, social, infrastructural, environmental, and transformation dynamics. The review shows that existing rural development indices, while useful in their respective contexts, are not directly transferable to South Africa’s unique spatial and historical context. The proposed SARDI framework provides a standardised, outcome-based tool for tracking rural development trends, comparing municipalities and supporting evidence-based rural policymaking.
