Abstract

This study investigates Vietnam’s socialist-oriented development model by examining the relationship between political institutions and socio-economic outcomes since the Đôi Mói reforms of 1986. It addresses the broader question of how centralized governance can promote development while maintaining ideological continuity. The research employs a qualitative document analysis approach, using government reports, academic literature, and policy documents. It draws on an interdisciplinary theoretical framework combining developmental state theory, market socialism, and human development perspectives. The findings show that Vietnam has achieved significant progress in economic growth, poverty reduction, education, and healthcare access. These outcomes are attributed to effective state-led planning, policy coherence, and a strong public sector. However, challenges remain, including regional disparities, bureaucratic inefficiencies, and uneven policy implementation, which hinder inclusive development. The study concludes that Vietnam’s experience illustrates how an authoritarian political system can, under specific conditions, generate tangible development gains without abandoning its ideological foundations. This case contributes to comparative discussions on state-led development models and offers relevant insights for other transitional or post-socialist countries aiming to balance economic growth, social equity, and political stability.
