This investigation of the United States environmental relationship with Canada explores the potential resilience of bilateral coordination on climate change, with a particular focus on recently enacted parallel policies to promote North American production and use of Electric Vehicles (EVs), or Zero Emissions Vehicles (ZEVs) as they are often called in Canada. The period of overt coordination occurred during the four-year presidency of Joe Biden, which was sandwiched between two Donald J. Trump presidential administrations that featured tremendous divergence in climate change policy and rhetoric—as well as many other points of contention threatening the bilateral relationship. The current moment provides a particularly interesting test of the sustainability of US-Canadian environmental coordination because many of the policy measures feature designs that could insulate them from hostile Republican presidents like Trump and/or successor conservative governments in Canada.
