This paper derives territorially defined national emission targets from global framework data deliberately chosen to provide as much leeway as possible, with the aim of identifying targets that are both nationally achievable and collectively compatible with the Paris Agreement. The results show that, even under these feasibility-oriented assumptions, the resulting targets are unlikely to be achievable for some major emitters. At the same time, the analysis indicates where scope for stronger NDCs may remain. A global mitigation gap nevertheless persists and requires additional international solutions. One possible approach explored in the paper is an international mechanism for additional negative CO2 emissions.
