Abstract

This article explores the integration of migration objectives into EU development funds, analyzing how financial commitments targeting migration have evolved since 2000 and their (mis)alignment with the deterrence paradigm. Using the new MigFund dataset, the study shows uneven growth in migration-related funding across different areas. While commitments for border control and forced return have increased, protection and development measures have seen the most significant rise, and not all areas have become more restrictive. The analysis identifies different levels of restrictiveness in EU funds and discusses the strategies EU actors used to challenge or reinforce the root causes and deterrence paradigms.
