Joseph Nye reviews American strategy at the beginning of the 1990s and argues that the more complex international power structure after the recent changes in East-West relations increases the need for America to engage constructively in an interdependent world. This it can do from a position of strength; contrary to claims of its ‘decline’, America's strength is not weakening but has emerged more clearly from behind the distorting effect of the Second World War. Nye puts forward a powerful plea for American confidence and leadership in international relations.
