Abstract

Background: As a major emerging archipelagic economy, Indonesia confronts a critical nexus of challenges: enhancing national competitiveness through robust infrastructure while simultaneously advancing its decarbonization agenda and bolstering systemic resilience against disruptions. This research program addresses the urgent need for an integrated, evidence-based strategy to navigate this complex landscape. Objective: This comprehensive body of work develops and validates a multi-faceted strategic framework for the transformation of Indonesia's transportation and logistics sectors. The research is structured around three interconnected pillars: (1) building systemic resilience in national supply chains, (2) accelerating the sustainable energy transition in mobility, and (3) optimizing management practices and quantitative methodologies to support these transformations. Methods: A multi-methodological approach is employed, integrating techno-economic modeling, systematic literature reviews, policy analysis, and advanced quantitative methods (e.g., PLS-SEM). The research develops novel conceptual frameworks and validates them through empirical case studies of national strategic importance, including high-speed rail development, biodiesel mandate expansion, and the transition to electric, hybrid, and hydrogen vehicles. Findings: Key findings demonstrate that a paradigm shift to Risk-Based Integrated Transportation—underpinned by digitalization and cross-modal collaboration—can significantly enhance logistics resilience. The research provides robust evidence for the techno-economic viability of decarbonization pathways, demonstrating that a phased transition to higher biodiesel blends and electric mobility not only meets climate targets (NDCs) but also strengthens energy sovereignty and unlocks new industrial capabilities aligned with the nation's natural resources. A critical cross-cutting finding is the necessity of integrating Sustainable Development Goals (SDGs) directly into human resource management to build the requisite human capital for this systemic transition. Conclusion: Collectively, this body of work presents a holistic, strategic blueprint for Indonesia's infrastructure modernization. It concludes that the nation's future economic competitiveness and environmental sustainability are contingent upon a synergistic approach that integrates resilient operational frameworks, forward-thinking energy policy, and advanced technological adoption. The research provides a transferable model for other emerging economies navigating the complex transition toward resilient and sustainable national infrastructure.
