Cultural strategies have increasingly been applied to waterfront regeneration practices across the Global North and South. Engaging with existing literature on the double-edged effects of such strategies, this study contributes to the ongoing debate surrounding ‘culture versus profit’ in cultural-themed urban regeneration. To address this debate empirically, the study investigates state-led waterfront regeneration practices in Shanghai, particularly focusing on the objective, process, and outcomes of the Xuhui West Bund regeneration. The Shanghai case reveals the gap between cultural ideals and entrepreneurial realities in cultural-themed waterfront regeneration, calling for greater stakeholder inclusion to reshape the trajectory of future regeneration practices.
