Abstract With increasing ecological and social challenges such as climate change, loss of biodiversity, and efforts to improve quality of life, forests are increasingly required to respond to these complex issues. Addressing these challenges requires collaboration among diverse sectors. Applying the concept of Collective Impact, which is a framework designed to address complex issues through collective actions across different sectors, this study investigates how networks involving governmental bodies, civil society, corporations, and educational organizations have evolved in the Republic of Korea. The findings reveal a significant shift in the network structures from centralized, government-led approaches to decentralized, multisectoral configurations. The study highlights the crucial role of actors as integrators and directors in facilitating cooperation and fostering participation. Furthermore, the centrality of the networks has transitioned from the national to the local level, emphasizing the importance of local engagement in policy implementation and impact creation. This research contributes to understanding the dynamics of the network and offers insights for promoting a collaborative network structure.
