Modern cosmology uses fractured math: treating gravitational waves as material energy decay, but starlight redshift as geometric space expansion. This paper resolves this double standard. By redefining cosmic events as macroscopic electromagnetic generators, we show gravitational waves are ultra-low-frequency surges sharing the exact same material vacuum track as light. Utilizing Logunov’s theory and Noether’s laws, we prove both phenomena are identical measures of structural vacuum drag. The CMB is not a Big Bang echo, but our maximum field of view.
