In 1798, a Delaware Quaker, Warner Mifflin, wrote a letter to President John Adams. A recent yellow fever epidemic in Philadelphia had caused Mifflin to ponder reason for this disaster. After completing a trip from eastern shore of Virginia to his home in Delaware, Mifflin believed that he had found explanation for God's wrath. While passing through Maryland, he struck by the abominable Trade carried on through that part of Country, by Negroe-Drovers, buying Drove after Drove of poor afflicted Blacks, like droves of Cattel for Market; carrying them into Southern States for Speculation; regardless of separation of nearest Connections & natural ties. Mifflin claimed that he was
