This is the final Annual Review of Regional Elections (ARoRE) and through a literature review we identify the main contributions made by the ARoRE. We contrast 56 ARoRE contributions to 268 regional election articles published between 1990 and 2024. The ARoRE has pushed the literature to go beyond single-case studies on ‘usual suspect regions’ by adopting a multilevel election perspective whereby regional elections outcomes are compared across regions within the same country (horizontal congruence) as well as between regional and national or local elections (vertical congruence). Thereby, the ARoRE has revealed the impacts of bottom-up and top-down spill-over between regional and national electoral arenas on a variety of outcomes. The seven election articles and reports in this final ARoRE underline this main contribution and show that government formation at the regional level is the outcome of regional factors in interaction with top-down spill-over from the national electoral arena.
