This article examines the impact of the Second Constitutional Monarchy, proclaimed on 24 July 1908, on Egypt. In this context, the expectations of various political and intellectual groups in Egypt, including nationalists and Syrian immigrants, from the constitutional regime are presented and the reactions of Ottoman intellectuals and statesmen to these expectations are analysed. It also provides information on the anti-constitutional movements in Egypt and an overview of the contrasts and compromises between the Istanbul and Cairo press on this issue. The main argument of the article is that although both Egyptian nationalists and Menarists welcomed the Second Constitutional Monarchy with great expectations, the inward-looking and cautious stance of the Committee of Union and Progress largely left these diverse expectations unmet.
