Planning for housing: urban plans and housing supply goals in large European metropolises

Abstract

The housing affordability crisis is affecting the European Union, with insufficient housing supply being considered a main cause. However, specific analysis on how housing supply is planned across cities is largely missing. This research analyzes how urban plans determine housing supply goals, by reviewing plans since 2010 at 23 large Urban Areas with over 2 million inhabitants. The analysis examines plans’ scope, power, frequency and housing supply goals, while comparing them to demographic and housing stock change. In doing so, it shows that frequent, ambitious and larger scale plans may help improve supply, to better align population change and housing growth.
