Abstract: This study investigates the digital competencies of Algerian university teachers in the context of 21st-century skills, focusing on the mediating role of digital resources in professional engagement and teaching and learning outcomes. The research reveals a strong positive relationship between professional engagement and teaching effectiveness (β = 0.637), confirming that teachers who actively engage in professional development significantly contribute to improved educational outcomes. Additionally, the study highlights the critical role of digital resources, demonstrating that they significantly influence technology integration in teaching (β = 0.556), facilitating professional development through online courses and global teaching communities. Mediation analysis further reveals that digital resources partially mediate the relationship between professional engagement and teaching outcomes (unstandardized coefficient = 0.233), indicating that while digital tools enhance teaching effectiveness, professional engagement remains a key driver even in their absence. These findings emphasize the need for sustained investment in digital literacy, teacher empowerment, and support systems to overcome these challenges and foster educational innovation in Algerian higher education.
