Read and Publish agreements encompass access to subscription-based journals and quotas to cover open-access publication fees in a publisher's open and hybrid journals. This study analyzes the production of authors affiliated with Brazilian institutions covered by Elsevier's contract with the CAPES Journal Portal, which functions as a national consortium. The study aims to identify knowledge areas, the type of access to articles, citation rank, and collaborations among institutions. Using the bibliometric method, we collected data from the Web of Science for 10,805 articles published in 2022, authored by at least one individual with Brazilian institutional affiliation. The results indicate that 4% of the articles were published in gold open-access journals, and 13% were open access in hybrid titles. 43% of the articles involved international collaboration. An agreement between Brazil and the publisher would require an annual investment of approximately 34,703,700 for Article Processing Charges, without uniformly covering knowledge areas and Brazilian institutions.
