This study attempts to briefly analyse the new dynamics at work in the Indian Ocean. It invites us to question the emergence of the Indian Ocean as a security complex. It therefore seeks to show that the peaceful management of regional rivalries requires the establishment of an effective regional multilateralism, which has been reduced to its simplest form for the time being and which therefore remains to be defined and structured.
