Questioning transitions and mutations in the Indian Ocean requires us to go back to history and more particularly to the pivotal periods, notably the Cold War, the Western hegemony that followed and the advent of a multipolar world. In this great game of international relations, the Indian Ocean has been the scene of important geopolitical issues. It is even tending to become (again) a heart of the world with the emergence of new strategies.
