We construct a minimal complex surface of general type with pg=0, K2 =4, and π1=ℤ/2ℤ using a rational blow-down surgery and a ℚ-Gorenstein smoothing theory. In a similar fashion, we also construct a symplectic 4-manifold with b2+=1, K2=5, and π1=ℤ/2ℤ.
