We will establish a nearby and vanishing cycle formalism for the arithmetic \mathscrD-module theory following Beilinson's philosophy. As an application, we define smooth objects in the framework of arithmetic \mathscrD-modules whose category is equivalent to the category of overconvergent isocrystals.
