This technical specification formalizes the transition of artificial neural architectures from stochastic probability-based estimation to deterministic phase-coherent processing. The Legion Scientific Framework partitions complex cognitive domains, such as Higher Mathematics (Gm) and Physics (Gp), into discrete wave-functions managed within a Phase-Locked Loop (PLL) mechanism. A core component of the model is the introduction of dimensionless normalization using a baseline threshold (Gmin), followed by a logarithmic compilation via log2. This process transforms high-magnitude energetic signals into structured binary bit-streams, effectively eliminating informational entropy and providing a verifiable mathematical metric for system coherence and artificial reasoning.
