Abstract

A digital state is a government model that integrates digital technologies into its core functions to enhance transparency, efficiency, citizen engagement, and service delivery. It modernizes state governance using tools like artificial intelligence (AI), blockchain, big data analytics, cloud technologies, and the Internet of Things (IoT). Implementing new technologies should be accompanied by equipping public administration with personnel possessing the necessary knowledge and skills for proper technology deployment, transforming governance structures. This leads not only to shorter queues in public administration bodies but also reduces costs for businesses and the public sector, increasing competitiveness, transparency, and 24/7 access to government services. The e-Residency program operates on specific algorithms and mathematical models aimed at ensuring digital identification, data security, authentication, and transparency. The transition to a digital society and the modernization of state governance can be seen as a theoretical model with a mathematical formula.
