This paper investigates whether female empowerment represents within university policies a regulatory compliance requirement or a strategic element for the growth of universities and the development of a more equitable and inclusive society. To this end, the Integrated Activity and Organization Plans and Gender Equality Plans of Italian public universities were analysed using lexical analysis and content analysis tools. The findings suggest that while there is a growing acknowledgment of the importance of gender equality in academia, female empowerment is still largely considered marginal and, when present, is almost exclusively directed towards female faculty and administrative staff.
