A weighing matrix W of order n=\fracpm+1-1p-1 and weight pm is constructed and shown that the rows of W and -W form optimal constant weight ternary codes of length n, weight pm and minimum distance pm-1((p+3)/(2)) for each odd prime power p and integer m≥ 1 and thus A3(\fracpm+1-1p-1,pm-1((p+3)/(2)),pm)=2(\fracpm+1-1p-1).
