Abstract

Disasters and public health emergencies often overwhelm healthcare systems, requiring innovative strategies to expand surge capacity. Flexible Surge Capacity (FSC) has been proposed as a framework to leverage community resources and multi-agency collaboration. NGOs and EMTs are key actors in disaster response, yet their integration into FSC remains underexplored. This review aims to synthesize existing evidence on their roles, contributions, and integration strategies within FSC systems.
